Federal Element Inc was organized and incorporated in October 2006 with the primary mission to assist our clients drive financial management transformation. Prior to formalizing service offerings into a corporate structure, the President and primary shareholder of Federal Element Inc built a reputation as a financial management consultant and engagement manager over a period of 20 years.
Federal Element Inc combines the unique knowledge of implementing budgetary and proprietary transaction level detail with strong project management and facilitation skills to guide clients through the implementation of new ideas, practices, processes and systems.
Federal Element Inc personnel are recognized subject matter experts in budget formulation and execution, Federal accounting requirements and implementation of the United States Standard General Ledger (USSGL), CFO Act implementation, and design and implementation of standardized financial information structures.

As the President and primary shareholder of Federal Element Inc, Mr. Young is a financial management consultant and engagement manager with over 20 years experience in requirements management, enterprise architecture development and analysis, business process analysis, and strategic planning. Mr. Young continues to build upon that experience in assisting his Federal and commercial clients drive transformation of new ideas and processes within their own organizations. Mr. Young is a recognized subject matter expert in Federal accounting requirements and implementation of the USSGL, CFO Act implementation, and design and implementation of standardized financial information structures. Mr. Young is a Certified Public Accountant (CPA) and a Certified Defense Financial Manager (CDFM. He is a member of the American Institute of Certified Public Accountants (AICPA), the American Society of Military Controllers (ASMC), and the Program Management Institute (PMI).
